Orphan Works Bill

What has everyone heard on this one? I was forwarded some information about this proposed bill from a friend working as an illustrator in California. The proposed bill looks as though it applies to all visual arts. The short of it seems to say that if someone can’t find a credit for your work either on print or on the internet, that they can take it and use it as they like. I’m curious what everyone else’s take is on this. Here are a couple links to more comprehensive information on it:

    I am a professional graphic designer for over 20 years now. The biggest problem I see with this is that most artwork I do is for ads and usage by other people. You may sell the the artwork outright, but they do not want every image in their advertisement to have to have a copyright, etc. All of us that are graphic designers pretty much know what you CAN use and what you can’t.
