[UGAF] change the default workspace in PS

I noticed this too - sometimes my custom one works and other times it
resets and I have to select it again. I just thought it was a problem
with being on a laptop and switching between a single and dual monitors
constantly. I never had a problem with CS3 when I was on a desktop.

Hmm... interesting. I just quit and restarted and it retained mine as
well. Weird.  Perhaps it is the custom synchronizing that I do between
my two workstations that is messing up the preference file.
